Wanted: A bunch of pixels

There are regularly reports of store robberies on newscasts (e.g., liquor stores, convenience stores, banks, etc.) where they appeal for witnesses to contact the authorities with information about the bad guys. During the broadcast, they'll show an extremely blur and fuzzy surveillance tape of the robbery in action and say something to the effect of "If you can identify this pixelated mass of crap, please call the police". And obviously, the reason why police can't identify the suspects is exactly the same reason why the audience won't be able to either: It's a pixelated mass of crap.

Now, here are some questions that I've always wanted to ask: Why is surveillance footage - intended to aid in catching bad guys should such circumstances occur - ALWAYS blur and useless? If the store owners can't be bothered to get a high-quality surveillance camera, why the hell do they even bother to install one in the first place??

It's like riding a motorbike wearing a helmet that you made out of aluminum foil. Seriously.
